Why does private kowalski hate me once I get to Boulder City?
I've never been hated by the NCR before, although I do remember the first time reaching Primm, I shot one of the NCR members dead since they were guarding the path and attacked me on sight.

I'm vilified by the Legion, and once was vilified by the powder gangers, I'm not sure if that matters though. I know the NCR likes the powder gangers though, but it says I'm neutral with them now.

Is it bad to shoot private kowalski, I have no choice.

The ncr does not like the powder gangers at all and will shoot on sight if you're wearing powder gangers outfits.

Are you wearing any faction outfit? What's your relation with ncr while wearing no armour? You can reset your infamy with ncr and legion one time only after you reach Vegas and enter the lucky 38 and confront Benny respectively otherwise.

I'm not wearing any faction armor, how odd.
Guess I have to make my way to Vegas then. Is Private Kowalski of importance?

Kowalski? The polish guy? I forget if he's the one guarding the memorial outside the saloon. He doesn't like it if you shoot at that.

Yes, I've been doing other stuff besides the main quest, I arrive at Boulder City and he is already aggro towards me..

Don't worry about killing him. He's nota major character. He mainly tells you about the battle that took place in Boulder City.
