Stutter while distent objects are loading?

I've been getting this very annoying stutter when I'm just walking around in the world. It's pretty much constant and it makes traveling pretty unbearable... It's not a mouse stutter it's a frame stutter because I can see the framerate go down to like 40 while it's stuttering. Anyone else have this problem and know a fix, or is this just a ♥♥♥♥♥♥ engine problem. I should mention that I have quite a few mods installed, but I get this same issue with or without mods.
