Which does absolutely nothing for meshes. It's only needed for textures.
It's for using loose files instead of what's in the bsa files for when using replacers, hence the name. Non replacers work fine without it, assuming the assets are extracted into the right places and their internal file paths are correct.
Again, it's not needed for meshes, only textures. Mesh replacers work just fine without it.
It all depends on the mods that are installed. The hard coded limit is actually 256, which includes the esm files for the game itself. It's just that the more mods you have, the more of a chance there is for some sort of conflict. If the game is set up properly, there's no reason why you can't have more than 135 mods.
