Anyway to extend decals?
Is there anyway to make blood decals stay on melee weapons for longer?

I think you want the setting fDecalLifetime in the INI file (Fallout_default.ini and Fallout.ini respectively). The default value is 10.0000 but can be changed as you like. The higher the value the longer the decals (of all types) will stay around.
