Is the DT/DR really stupid/unbalanced?
In in Old World Blues I was fighting lobotomites and one had nothing on and I mean nothing and only have a knife. I was face to face with him and shot him with buckshot and the shield icon came up. What the hell

Buck shots are the worst to use for going through armour. They split their damage up into 3, making it not able to get through most armours. You need slugs for that.

As for the lobotomite. Well the old world blues dlc scales up enemies (unlike the base game) to the players level . So if you're a high level everything is gonna have a higher base dt in the dlc.

I know how armor piercing works, just the dt was dumb also Im only level 25 so no he shouldnt be too high. Also using Project Nevada realistic damage so idk

It's because everyone who was designing OWB were taking doubleshots of whiskey and stupid pills.

No, it works as intended. Big damage, slow refire rate attacks are 'better' against people with armor, and rapid fire attacks are 'better' against unarmored targets.

Shotguns also get to switch between the modes by using slugs, so you're never really left out to dry.

Thats why my main weapon is shotguns, you essentially have ammo for everything
