Would like to go for the farm tech, but going to meet quest giver at McNamara and there's no one there at the spot where the marker leads me to. I've searched all over the place, but the guy isn't there. I understand it can big if you start his quest before Veronica takes you there, but I've never been here before now. What do?

If so, I assume you're saying the farming tech quest directs you to camp McCarran and you can't find the guy, correct?

The quest marker points you to the doctor in camp macarran, and there's two floors so maybe you're going to the second floor right above him, hence why nobody is there?

His name is doctor hildern and he's on the first floor inside camp macarran, to the left of the main entrance when you walk in, there's a small room with another small room connected to it, doctor hildern is in there .

He gives you a quest to go to vault 22, to the west of camp macarran on the base of the mountains. You must complete that vault and do NOT let keely destroy the data (you have to download it and she asks if you did, just lie to her and say someone else must have accessed it).

You don't need the doctor in macarran to complete veronica quest. Just go to vault 22 if you can't find the doctor and get the information yourself at the end of the dungeon.
