Settlement Building like Fallout 4?
I've looked at some of the videos and threads regarding mods that exist but they don't seem to have the 'snapping' function that the current Fallout has. I was wondering if anyone has played around with said mods and enjoyed it as much as Fallout 4 or if they just ran into frustrating disappointment. One video I watched had a guy just basically summoning a workbench in the middle of nowhere and starting up a settlement...which was...weird, but everything looked incredibly difficult to lock together, thus my question.
I also don't have a machine that's quite powerful enough to run Fallout 4 so I was hoping to look into one of the older games and see if I can both run an older game and still get that townbuilding aspect that I love from Fallout 4...while still also running around fighting/shooting/killing things. And, yes, I've played the ever loving daylights out of Skyrim and built every style of homestead possible...but they're not settlements...of which, straight up building forts and castles in Skyrim would be awesome, but that's neither here nor there.

I reccomend Wasteland Defense in the first place, experiment with it and see if you like it, it's pretty simple and have tutorial/quest, but avoid using stationnary guard, those NPC that don't move are know to crash the game. I had fun with it and it work well. :)

And then come RTS, another similar mod, Real Time Settler is a bit more complicated than WD, the game teach you the basics via menu, it's even configurable. Unlike WD where caps is the only currency, you have to take care of how much Wood & Food you can gather and dispose to expand your settlement, assign your settler to their jobs, create Caravans to trade between settlements (Unlike WD you can have multiples settlements, some unique place can you let mine Silver, Gold and some Rock i don't Remember the name near Quarry Junction), devellop new tech by gathering "Science Points" to build turrets/light. You can freely move almost all small and medium idle objects in the world and recycle garbage into RTS ressource like FO4. There is also a diplomatic part that give bonus depending of who you choose to ally in the Mojave, if for exemple you choose NCR your settlement might be attacked by Legion squads.
→ You can find a detailed guide here in the description of the mod : http://www.nexusmods.com/newvegas/mods/36922/?

Of course FO4 work much better and simpler and the NPC actually take count of what you build 95% of the time so they won't walk into a wall forever, the mods in FNV don't actually add navmesh when you place new objects, so try to not fill your settlements with too much big objects. ^^

Okay. So buy this game and start out with the mod Wasteland Defense, just to get a feel for everything? I'm just making sure I got what you said (of which, MASSIVE thank you for being a decent human being and giving an actual and thorough answer). This makes me rather hopeful and will help me be able to scratch that Fallout 4 itch until I can eventually step up to a better machine (of course, by then, there might be Fallout 5 and I'll be trying to find mods to make Fallout 4 play like Fallout 5, but that's a problem for another day).

Yep Wasteland Defense it's a good start to build your own base, if you want more fonctionnality and want to go further into building then you can add RTS, both mods are compatible i usually use them together.

And no problem, you're welcome. :)
To add to the experience you can also use : http://www.nexusmods.com/newvegas/mods/39042/?
RTS can let you place most harvestables plants, but BOB let you also plant Flowers and harvestable Trees if you want to try it out.

Fallout 4 town building (And in fact the whole game) gets boring and repetitive quick.
I have easily done over 1000 hours on new Vegas and absolutely love fallout. Fallout 4 i made 70 hours and never even finished the story and have no desire to continue playing. And the only reason I made it 70 hours is because survival mode that has no fast travel and constantly have to cure diseases and run back and forth saving settlements from random generated attacks.

All I'm saying is that once you finally scratch your fallout 4 itch, it's going to be very underwhelming (the first 2 hours of the game is exciting and then it goes way down hill after that). 90% of the content is just random generated quests (go here and kill x enemies) over and over again, most of them in places you've already cleared 3 times

Sorry, but I'm going to have to disagree. I've played it on my brother's. I've spent 60+ hours doing nothing but settlement building and expansion...and running around killing bandits to build up caps to continue expansion. I have entirely too many ideas for designs for settlements. That's the part that, honestly, is the most fun for me and hasn't even kind of gotten boring. I have too many ideas for too many settlements and not even remotely enough time to do them all.
That is not to say anything about how amazing the building content for New Vegas will be. It might just grab me and make me flip out over it. That's kinda the hope, in fact. I'm still trying to figure out exactly what I need to do to get Fallout 4 to run properly.

Honestly that's the problem with games atm imo

your money in fallout 4 and 3 is essentially worthless, because you aren't spending it gain advantages you're spending it on essentially worthless things in order to have more couches or tin roofs
I feel Zero Punctuation came up with a pretty great analogy for this problem ages ago with AC2, at this you're earning money in order to buy things that earn you more money or even no money in order make you go earn more money
