Booted Bugs
I'm trying to do the quest Booted right now, and I'm experiencing an issue of sorts. I've wiped out the legionaries, and am trying to free the powder gangers. One is able to be freed, but the other initiates dialogue with me, and I can't untie him to complete the quest.

Would manually ending the quest using commands give me those extra points with Boone? Or is there some bug fix with the NPC's?

If you use commands, achievements are disabled until you restart the game.

It seems you can check your Boone points with
show "96BCD".nOpenness

Check them, fix the quest via console, and check your points again. If they haven't changed, add some more:
set "96BCD".nOpenness to 5
That defines the number of points you'll have, so only use five if it should actually have added enough to get you to five.

Just mind what Danny said, and know achievements will be disabled until you've restarted the game. There's a mod I use that makes it so that I can use console commands without ever disabling achievements, which you can find on the Nexus should you want it.

How do I fix the quest via console though? I'm not particularly sure how I'd do that.

I'm not fully sure. I would just mark it as completed and not worry about it.

setstage <base id> <Quest Objective>

You go on the wiki and find that for your situation that becomes
setstage 00131e7c 25

I'm not sure how to make him load the right script package. Could try (after the quest is officially completed) using the console to disable and enable him, kill and resurrect him, and any combinations of that you like.

Use this instead. It will complete the objective and run the quest completion script which gives you the Boone point in exactly the same way that untying the hostage would.
set "131e7c".NumHostages to 2

I'd try to fix the issue with the hostage, but I can't find the problem.
The only things I can find that would skip his "untie me" script is if he has already been freed, or if you're in combat, or if he's dead.
If he has been freed already it's possible that his AI might not update until you leave the area.
