Where is Bitter-Root?

So I heard that to progress Boones companion quest, you need to talk to some guy named Bitter-Root about the Bitter Springs Massacre. Now I know he is at Camp McCarren but I don't know exactly what part of it he is in. I have searched every nook and cranny in the place for this guy and nothing has come up. Where can I find him?

In Mccarran he hangs around the central tents in the entrance area.

He might also be at camp forlorn hope if you've helped around there.
