I've had a look at the conditions for Canyon Runner's dialogue, and Ring-a-Ding-Ding! doesn't appear to be related at all.
Here are all of the conditions that are needed to ask him "Do you have any "captures" with the last name, "Weathers?".
I suspect the third condition is wrong. It doesn't make sense for it to be using objective 10 from "Eye for an Eye"' instead of the one from "Left My Heart".
You could try using this console command to display the objective and see if that gets him talking.
You don't necessarily have to do any missions for Caesar. Whatever he asks you to do at first also benefits you if you're going for a Mr. House win or an independent one. Possibly even the NCR, I'm not sure. So it's worth it just to go up to the Fort and listen to him, then do his first quest. Once that initial task is complete, you'll never have to bother with him again, except to crush his Legionnaires. And once you get back from the Fort, you'll be able to haggle with Canyon Runner for the family.
You have to go to the Fort and talk to Caesar first. Once that's done and you come back to Cottonwood Cove you'll be able to make a deal with Canyon Runner, not before then.
