The Fallout NV DLC are below 2 other mods? If so, that might be the problem. The default load order should be:
FalloutNV.esm
DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm
LonesomeRoad.esm
GunRunnersArsenal.esm
ClassicPack.esm
MercenaryPack.esm
TribalPack.esm
CaravanPack.esm

Then any esms should go after, followed by the esps.
Use Fallout Mod Manager, Nexus Mod Manager, or LOOT to fix the load order.

Are any of your mods missing files? Some mods include both an esm and an esp.
If not, I would suggest deactivating all mods and leaving just the main files. Try seeing if fast travel works then. If it does, activate one mod, try it again, and repeat until it crashes again.

I found the problem, turns out the "NV Strip Open" and its esp were causing the problem.... feels bad man. I just wanted the Strip to look good :(
