No Survivalist Rifle in Honest Hearts
I have searched both the bag in which it would usually be found and killed each and every White Leg, combing through the area in ever widening circles to hunt everyone down who might have grabbed the gun. None of my companions has taken the gun, either, and I have not completed the main quest yet. I suppose I cannot acquire the gun any more?

You can always go into console and type this:
xx00dd79
xx being the DLC's Form ID.
If you are worried about achivements just quit the game and go into it agian and achivements will be enabled agian.

Thanks. I had hoped to avoid using console commands, but there appears to be no other way, at least not legitimate. But perhaps you can answer me this question regardless: Can the rifle actually disappear somehow, for instance, if I killed the enemy who grabbed it but skipped looting the body (unlikely because I always loot all bodies, but still) and the body disappeared, or, say, because the enemy despawned? Some enemies seem to respawn while others do not, but I am not sure about despawning at all.

I found this on the wiki. Might relate to your problem.

"If you complete Honest Hearts before retrieving the rifle, and a non-player character has picked up the rifle you will not be able to acquire the rifle because all non-player characters besides enemies disappear from Zion upon completion of the add-on."

Yeah it can disappear if your companion or an enemy picks it up and companions vanish after the main quest or an enemy body holding the rifle despawns after a few days .

Still i don't think enemies can get up to where Randall Clark's body is as you gotta climb up a mountain. So I'm not sure what happened.

Just console it in, save, quit to desktop then come back and achievements will be enabled again.

Thanks, I know what the wiki says on it, though. That's why I tried killing everyone in the area before completing the main quest in order to still be able to acquire it somehow. It's strange because I loot every corpse ever, so I should have acquired the rifle at some point when in fact I did not. Well, be that as it may, I gave up and used the console, since I saw no point in holding out on the main quest and thus completing the DLC for an item I would most likely not be able to acquire any longer through usual means.

ive tried to enter the gun ID but it doesnt work and i cant find any enemies around does anyone have an idea of how to find it?

Chances are you messed up the xx portion of the spawn command. That represents a number which changes based on what order your DLCs are in. Just start from 01 all the way to 04. Chances are it will be 02

Use this if you want an identical replacement instead of a full condition one.
player.additemhealthpercent xx00DD79 1 0.81
Replace xx with your load order number for Honest Hearts.
It's most commonly 2 or 6. You don't need leading zeroes on the ID.
The value varies depending on whether you have the other DLC or if you've sorted your load order to put the Courier's Stash packs before or after the other DLC.

You could instead find The Survivalist's Duffle Bag, click on it with the console up and use resetinventory on it.
