It's open to the public. They haven't updated any of that. You create an account, sign in, and done. Download, join a server.
As i stated, don't need a key any more. I just logged in a new account i made for the mod, asked a simple question.

I made a new account man, and not logging in with steam either. Download was right there on the tabs.

new vegas is not a balanced game in the slightest and the shooting mechanics are awful.
also, how the hell are you supposed to implement VATS in multiplayer?
there is no vats, the nvmp turns fonv into a fps game
Anyway, on topic, NVMP is pretty awful in its current state. You're better off just passing on it until they update it to a playable version. It's pretty unlikely they'll ever do that, though.
