Can you use the 4gb enabler with a 2gb gpu?
I just installed a gtx 1050 2gb version and I was playing with a 4gb radeon rx 460 previously so I am wondering can I still use the 4gb enabler with enbs or will it damage the graphics card?

The 4gb enabler has nothing to do with your video memory, it only increases the system memory that the game can get access to. You're confusing RAM, the system memory, with VRAM, the graphics card memory. They are completely different things.

Do. Not. It broke my whole game once, after 5 minutes of playtime my whole computer was out of memory. Never again will I touch that mod.

I've been using it for years, I've never had a problem with it. Nor have I ever come across any other posts by people who have had problems either. I'd say your issue had nothing to do with the utility.

Well, giving you the benefit of the doubt that you weren't dumb enough to enable it on a PC with less than 4GB of memory, using it on a PC with only 4GB of memory does indeed mean that, if you a lot of other stuff loaded, you can run out of memory. If you fill a cup to the rim, you can't add more without it overflowing.

If you use it on a 4GB PC, make sure you close active programs and unload always on stuff from the background.
