Exactly, since it's Julie's NCR friend you need to talk to in order to defuse the situation.
I generally like to balance the Kings into the mix as they reward you well and frequently for having good karma, and Rex is pretty cool to have around. Rex + Wild Wasteland Perk...

Rex is an idiot. He's only around in my games long enough to do his personal quest, when ED-E is being upgraded, then it's back to Freeside for him.
I generally collect the companions and park them in the 38.
I generally run around with ED-E and either Veronica or Raul mostly as the human companion. Rex is limited comapred to ED-E and does have the "Hat" hang-up (borderlines filler content) but a collectible item none the less. He's more for decoration after quests and WW unfold.
