In my opinion, of course.
but HH only had a few quest that werent part of the main story there and the caracters werent expanded on much, but I loved going to the caves and figuring out the story of the survivalist.
OWb also had better loot Imo
Dead Money>Lonesome Road>Old World Blues>Honest Hearts
Side note: All were good. Just becayse HH ranks lowest doesn't mean it was bad at all.
Off topic:Save your money, buy a good gaming PC. Because though playing multiplayer on console is great for immediately accessible player assembly, playing an RPG on console is futile. Coming from someone who put over 300 hours on both PS3 and XBox 360 Fallout gaming before ever trying it on PC, the difference is appauling, especially with the mouth watering mod support, jesus. When you see that Ultra graphics setting at 60fps you will go bonkers.
Already tried that, but even my pc isn't good enough for this game on max settings, i ain't playing on a setting that makes enemies appear 6 feet infront of you, and i'm not gonna get a gaming pc soon

1-If you plan on buying all the NV DLCs over the time, then I STRONGLY suggest you to get Dead Money (DM). That's because the four main DLCs are all connected and tell you... A history I won't spoil you. Dead Money is the first part of the story, so you should get this one instead.
2-If you don't plan on buying them or you straight up don't care about the history, Old World Blues is the answer. It includes a new worldspace, enemies, armor and new fun weapons. In that regard, consider getting Gun Runner's Arsenal too.

OWB has player character perks out the azz and LR has badazz equipment and ED-E upgrades (I always get them regardless of other opinions).
Dead Money is like a horror story and gets pretty dark, theme and story line wise.
