Report a translation problem
I've used 1 before but feel it just makes the days and nights too long.
The game is usually set to a default of 20 which means 1 minute = 20 minutes. (this may be only true though as in Fallout 4 and Skyrim).
I use walking as a reference to time scale matching.
I'm not using any mods and no special tweaks. My graphics run fine on Ultra by default.
The earlier games, including New Vegas, use a time scale of 30. And yes, setting it too low can cause problems, such as with quests and NPC interactions. It can throw the timing of those types of things right off.
