House is a capitalist at heart; he cares about people really only insofar as he can profit from them. He has repeatedly demonstrated (through the wall around New Vegas, the fact that his securitrons can't be bothered to help at least clean up Freeside's crime, the fact that he gives the Followers no aid, etc.) this, and that's very unlikely to change. He isn't likely to start miraculously caring about the people of the Mojave as a whole after taking control; in fact, he'll likely simply pump more money into New Vegas and leave everyone else to rot. Pretty much everything he does is for his own benefit and profit. I can only see this eventually leading a great deal of corruption, especially if he can cut deals with the NCR that'll make him even more money.
The NCR isn't a great deal better. It's a large, corrupt, bureaucratic entity that really only cares about the Mojave insofar as its potential resources are concerned. It's better than House imo primarily because it tries to protect its citizens regardless of income, the varying results of that effort notwithstanding. People are still commodities under NCR leadership, make no mistake, but at least that isn't all they are. Unlike House, with the NCR, there's at least a sort of meager safety net or set of rights that all people have.
I think we can both agree on this. :P

Plus, NCR places heavy tax burdens on people who are already struggling to survive, while being completely inept, and ineffective.
It's a rewarding feeling every time I pull the switcheroo on NCR at the last minute.

Ok, no, in all seriousness, I'd probably choose NCR over Mr. House. House views people as commodities to be exploited and doesn't give a toss about anything other than New Vegas. I doubt the people of the Mojave would be much better off under his rule. In fact, he'd probably just shut everyone out and pump more money into Vegas to keep his little gambling Utopia going.
NCR isn't great either - they annex territory and make decisions irregardless of what the communities actually want, place heavy tax burdens on already struggling settlements, and seem totally inept at training their soldiers and actually protecting their people. Still, though, they aren't all bad, and they have the possibility for reform, and even though results vary greatly, they do at least try to protect their citizens - heck, maybe it's possible for the Courier to steer the NCR in a better direction after the victory over Hoover Dam.
Blowing them up is not enough for Veronica to leave you. XD
However I would destroy the Brotherhood of Steel despite Veronica. Just do it in such a way that doesn't piss her off so she attacks you.
After all, a group of people that is obsessed in collecting and hoarding technology around an army of high tech securitrons? You can guarantee they will certainly come after you eventually, so you might as well take preemptive action.
From that point of view they are more of a long term threat than the NCR. At least you can negotiate with the NCR, but not the Brotherhood.
As for Caesar, let's just say that you and Yes Man have a surprise for him on Judgement Day. And once you get far enough into the plot, you'll know what it is.
