Your most hated character in New Vegas
For me, that would undoubtedly have to be Caesar. Back when I still played New Vegas on console, I did the Legion questline just to get the achievement for Veni Vidi Vici, and just being in the same room as Caesar made my skin crawl. I can't stand that type of character; that "I act tough and demand respect but in reality I'm completely useless and rely on my cronies to do all the dirty work for me" type character. It's for this reason that I always kill Caesar in all of my playthroughs.

I think the first time I played, I sided with House and I felt bad about killing the Brotherhood. But, any ending where they're alive and anyone except the NCR is in power reveals their true nature (still). They have no genuine interest in helping humanity. They only agree to peace when the NCR is around because they don't want a long, drawn out war, given how depleted their ranks currently are.

You should just download the mod where you are forced through the first cutscene and get a real game over after benny shoots you in the head

Chet and the powder ganger's are tutorials for introducing factions and speech checks, so obviously their not going to be super fleshed out, the Powder gangers do have alot more quests at the NCRCF facility though.

That was the idea of the Dead money quest, you had to work with people you couldn't trust, the DLC was awesome, so many people hate on dead money just for being difficult :P.

Beagle's a coward because he basically has no help against the convicts that rolled into his town and what I like about benny is that Benny's a pragmatist, he probably doesn't hate you at all, he's basically an evil player character, he basically wants the independence ending and would stop at nothing to get it.

Still, the fact that Chet makes you barter with him even with numerous people's lives at stake (granted you can talk some sense into him with a high enough barter skill) leaves a bad taste in my mouth.

To be fair, Dead Money can feel unfair at times depending on your character build. It really doesn't feel like it was built for melee or unarmed characters in particular.

I think what a lot of people find annoying about Beagle is that he sends you to find a new sheriff for Primm. No matter who you pick to be sheriff, though, he always complains and sarcastically refers to you as "the lawbringer".

That is true about Benny, but I find it pretty classless that he begs for his life and says that you two could work together. Even if he wasn't lying, I can't exactly imagine myself cooperating with the guy who shot me in the head and left me in a shallow grave.

Yeah I can get the chet thing, but I think dead money is really good for melee builds because you don't waste ammo when smashing the ghost people, or need to rely on a companion like Dog, i wouldn't know about unarmed because its never a primary skill for me, the dead money dlc is for level 30s mind, you can definitely cover two weapon skills as long as you pick something reliable. Also yeah, benny definitely has no honor (worf flashback intensifies), but that seemed totally in keeping with his character.

The entire NCR leadership, meaning Oliver, Kimball and Moore are despicable scum. No regard for human life, power hungry, corrupt ... I pity the soldiers and citizens of the NCR, here's hoping they'll face justice after the Mojave campaign has found its end.
Cachino, Big Sal, Nero, Clanden, for obvious reasons. Dermot and St. James too. I guess Cook-Cook and probably Motor-Runner should be mentioned as well, they're just plain evil, whereas Nephi and Violet, judging by their "hidden" dialogue weren't always this horrible.
The Think Tank, while fun to talk to, are a bunch of genocidal maniacs, I almost always put them down in the end, to project the Mojave from their insanity. Jeanny-May Crawford is an obvious contender for most-hated character too, I guess. And Oscar Velasco.
I hate many characters in this game, really, but that's a good thing.

Yes its a good thing because more people to hate more people to blast, crush, turn into ash which means more fun :)

Malcom Holmes.

Hes a ♥♥♥♥♥♥♥ stalker and I kill him everytime I play the game. I go to Primm and kill every bandit. When I come outside there's Malcolm Holmes waiting to try to scare me/trick me out of those star bottle caps all while stalking me.

Just in case you're wondering if killing him is good or bad.

Trust me. Just ♥♥♥♥♥♥♥ do it.

Slay him.

General "Let's-Make-Dumb-Decisions" Oliver.
Caesar, that ♥♥♥♥♥♥♥ keeps sending legionary assassins to try and kill me. All because I shot Vulpes Inculta in the face. Maybe also because I shoot legion soldiers on sight. Reflecting on it he might have a lot of reasons why he wants me dead, but that just gives me all the more reasons to hate him.

I was sleeping in a camp I set up outside of Primm (mod that adds portable bedroll), and that moron woke me up in the middle of the night just to explain what sunset sarsparilla bottle caps are. He's lucky I was out of grenades at the time, otherwise I would have left a surprise for him in his back pocket.
