Your most hated character in New Vegas

For me, that would undoubtedly have to be Caesar. Back when I still played New Vegas on console, I did the Legion questline just to get the achievement for Veni Vidi Vici, and just being in the same room as Caesar made my skin crawl. I can't stand that type of character; that "I act tough and demand respect but in reality I'm completely useless and rely on my cronies to do all the dirty work for me" type character. It's for this reason that I always kill Caesar in all of my playthroughs.

Yeah, I suppose. It just annoyed me in my Legion playthrough that I've single-handedly killed some of the most dangerous creatures in the Mojave, defeated numerous NCR hit squads, slaughtered and destroyed countless NCR bases and encampments, AND am strong enough to carry a small army's worth of munitions with me, yet Caesar doesn't show me an ounce of respect for it. "You're an unstoppable killing machine that's contributed more to my cause than all of my highest ranking officers combined, nope doesn't mean a thing to me".

I suppose its cause your not technically enlisted, its like when the NCR troopers tell you that you'd probably be a general by now

The Legion is far more then just tribals with spears.
Most legionnaires at the final battle have rifles too, not to mention are mostly centurions if the player is a decent level...
And the Legion has a stolen howitzer... XD
