Weapon repair kits are good. They aren't that expensive, especially compared to when people repair the weapon for you, and can be made with some decently common materials.
If you have lonesome road, play until you find a broken eye bot and get the upgrade. Basically a free repair kit every day if you have ED-E.
Repair is a pretty valuable skill in F:NV. You should always consider having a high amount of it. And jury rigging is probably one of the best perks in the game, not to mention the other perks you can get with it.
Oh, and there's a companion that can help you keep your weapons at high quality. That's all I'll say.
I suggest finding a unique rifle such as the Q-35 or AER14 as these rifles come with high damage, and can be repaired with normal versions of the base rifle. The plasma caster is somewhat of a heavy weapon, made even more complicated by the rarity of it outside of shops.
Power armour sucks in FO:NV because it weighs a load and doesn't offer that much protection. In my honest opinion, Combat armour, reinforced and MKII are better, but if you insist on derping around in what is essentially a large walking tank, go right ahead. Getting friendly with the Brotherhood will permit you access to more power armour, which you can then use to repair with.
I commend you for making it into power armour at level 13, but I would suggest toning it back a bit on the heavy armour and firepower, as these things are really best left until you have supporting skills to allow their use.
Jury rigging would allow you to repair it with flamers and incinerators and gatling lasers. I think. I use gatling lasers. (and repair them with flamers and incinerators.
Old world blues gives you a ton of weapon repair kits. Dead money gives you an unlimited amount of weapon repair kits. i think dead money gives you like 1100 chips a day after completion and weapon repair kits cost ...20?
each weapon repair kit heals the gun for 12-25% depending on repair skill.
you can craft them normally with 50 repair skill. 2 scrap metal 1 scrap electronic 1 duct tape 1 wonderglue....maybe I'm forgetting something.
Don't let your gear deteriorate that far. As soon as the condition starts to lower its damage/DPS/DR, repair it. Whether with repair kits, other weapons or armor, or by someone. Even early in the game you'll come across repair kits and people that can repair.
There's a vendor at Nellis Air Force Base that will have a steady supply of them, and they aren't very expensive. But it would be a lot cheaper if you just make your own. The components for them are very easy to come by, and all you need is a Repair skill of 50.
which one is random, and turpentine isnt used in making kits, but if you go there consistantly to sell items and buy ammunition, getting a supply of components is easy.
