After you make the skill books, can you do anything with the blank books? I have have been turning old books into blank books but after you use up the crafting recipes, i can't find anything else to use them for.

No there is no use after you got a skill book for each skill from them.

Hope you only recycle destroyed books, cause recycling non destroyed prewar books...

The blank books are used to make the skill books(magazines I think, and 1 limit for each skill book?) . Personally, I never used them because... No reason, actually.
