Found a Chinese Assault Rifle in New Vegas without any mod I know of.

I don't know how but I found it on a fiend. Any explanation?

Also, make sure you don't have a chinese assault rifle mod installed just to be sure

It is from a mod. You cannot have a base ID beginning with 0C without mods.

I use a mod manager (nexus mod manager) I checked but I didn't find any chinese assault rifle

No, I meant that you could see if there are any mods active in your manager. Failing that, FNVEdit should shed some light on the matter, if you know how to use it...
