why is the entire west side of the map completely empty?

It's California and is inaccessible for some reason.

Its likely sparse because the game was rushed out because Bethesda didn't want to pay Obsidian royalties for new vegas.

Because the playable area isn't in the shape of a square, but a tall rectangle.

The locations in New Vegas have always been lacking due to the small team, limited resources and finance and very little time. The whole game was made in like 2 years which is not a lot of time. Plus Obsidian tend to prioritise things like writing, rpg elements and factions instead of gunplay and locations.

Why is the east side of the Colorado River empty? Why is there nothing north of Nellis? Why is there nothing south of Searchlight airport?

There's already a full, vibrant, and interesting map. I'm not sure what else you wanted.

Obsidian cut about 60% of their planned content, and I heard they were already behind, so I can only assume NCR and Legion based content was planned there. Who know, maybe even an Enclave themed thign was planned, but sadly Obsidian couldn't finish what they were hired to start.

They already have enclave in the game. And judging by their state, I don't think there's anymore enclave out in the Mojave or California area.

I meant there may have been something to do with the enclave, as in even a reference, or heck, maybe even some Outcasts traveling that would join the BoS in the Mojave. Though I can only guess since the amount of cut content that didn't even make it into the files is too much for a simple thread to note.

I now want to see a book of what was to be in the game.

But you can meet the enclave, get enclave power armour and have an entire vertibird show up at the battle of Hoover dam and drop enclave soldiers to fight your enemies. The enclave remnants already exist with a back story and how they integrated into ncr.

Even the bos elder will make a comment if you let him know you already have power armour training and wonders where you got it (if you got it from the enclave).

He meant the huge chunk of barren land west of the Mojave Outpost...
Because it's based on the real world, and there's nothing but desert out there. Just be glad it's not to scale, else you'd be walking for days at a time without seeing anything at all.
