I use TTW extensively and see it as a requirement to playing Fallout NV. Personally, I use the TTW XP mod (the one from TTW optional) and Project Nevada to manage my XP. You don't want too many XP mods running at once to avoid negative conflicts.
In my last playthrough a while back, with TTW XP and Project Nevada, I was around level 7 when I finally made it to Project Purity. This was after doing a ton of side quests and with fast travel disabled.
As you was leveling, did it start to slow down? Etc? There's no in-depth look at the optional xp mod.
It did appear to slow down. You're right that there is no actual breakdown of numbers to see the exact value that determines the slower leveling, but it seemed to be working.
I mean I made it to level 7 when I finally made it to Project Purity. I did a few major side quests like the Wasteland Survival Guide before reaching Purity and I also went to GNR, Vault 112 and Rivet City. All of this was without fast travel. Meaning I walked my character to those locations (because apparently Im crazy lol). So there were quite a few engagements and opportunities to level up and I only made it to level 7 at Project Purity (aka close to the end of the game).
But I also played with Project Nevada's XP value changes....so Idk....maybe its best to use TTW XP reduction in conjunction with another XP mod. But only 1 other XP mod.
