Agreed. Cook-Cook and Violet's dialogue were the best. The voice actors did a great job to show they were psychopaths.
I think Benny's VA is probably the worst in my book (as his lines are delivered so flatly in some places that it's borderline jaw-dropping), but I actually think NV had pretty good voice acting as a whole.
I'm not sure if I agree with the Courier's reasoning in that scene, but it was good enough for the Legate, meaning that it was good enough for the Legion, I guess. :P

pretty sick backstory though...Violet is a cutey though, even though she is a psychopathic cannibal, and Nephi sounds like a straight stoner..a cross between a stoner and a sociopath.

The quiet little "what the ♥♥♥♥?" from Benny after you kill the hitmen in his room is also pretty great.
I admit, some of the voice acting in the game was indeed flat, but some ignorant people said every character had bad acting, which isn't true. Some were great, but others were pretty bad that I can't defend, like that Legion explorer crying out "Brothers, help!" in such a monotonous voice if Terrifying Presense is used. Fantastic, for example, is delivered well as he isn't meant to be liked but hated as a sycophant-type guy that uses the Courier to full his own agenda.
I ask the same thing too to be honest. Maybe it was cut because Diane from the Great Khans said the Fiends outside Vault 3 were "outside for a reason", aka they were completely hostile. Or, perhaps Driver Nephi's voice acting was really flat and they never had the time to revise it, and only one Fiend leader that was hostile probably wouldn't make sense, but that's just speculation on my part.
Such a shame in any case. Driver Nephi actually had an interesting backstory, in which Bert Gunnarsson knew him and they were both Mormons from Utah.

What? The courier is right. One of the reasons the roman empire collapsed was its sheer size. They tried holding on to too much while making enemies everywhere they went. The legion emulates that. And they don't even try to advance technologically. They're literally running around in football gear. Caesar talks like the NCR's weakness is their being too much like the roman republic when the legion is too much like the empire that also fell.
