Yes you can, I do it all the time. When you pick up the thrust control modules from Old Lady Gibson, just ask her about the fuel canisters. She'll point you in the right direction and you can get it right away, then return both items to Chris at once.
I think he means the RP aspect. In terms of your character's knowledge, there's no way he or she would know to pick up both items, so you're forced to metagame to get both, unless your character has some spontaneous, inexplicable urge to pick up a radioactive isotope container and/or thrust control modules that have no use outside the quest.
The dialogue option for the isotope container comes up with Old Lady Gibson when you go and buy the thrust control modules from her. Which Chris specifically tells you to do. So of course you can RP it. You're not forced to "metagame" anything, you just have to ask her about it. She'll tell you this story about a guy in a radiation suit who wants to put it through it's paces, and thought he was immune to radiation poisoning. She then points you towards the old air field outside of Novac, which then appears on your map so you know exactly where to go.
Ah, okay. It appears that Chris does mention that any shielded nuclear waste could work as an igniting agent in dialogue without specifically offering to help him out with that; I forgot that detail. Right you are.
