It's a shame the mod haven't gotten support it a while.
Same here. Also realistic reloading messes with save files (because of the way it saves ammo).
From the description:
"The mod will remember the ammo left in the weapon's magazine after changing weapons and loading the game."
Its a cool concept, but seems like awesome way to get a few corrupt saves.
Check the description of this video.
The video is by the mod author and he has kindly provided the dropbox link to the latest version of his mod in the video's description.

The mod still works for me with TTW 3.3, which is amazing and works well.
I've seen a few bugs but nothing noteworthy for me.
The first part - manual reloading - is done without a plugin by Stewie's Tweaks.
The second part is done - better, including the ability to go back and pick up half-empty magazines, leave one in the chamber for magazine-fed weapons, and more - by B42 Dropmag.
Those should be used instead of broken-ass ancient mods.
There is absolutely no reason whatsoever to use an incredibly old broken mod like that.
