Can't build farms or marketplace during singleplayer

the past couple of times that i've played single player, i've been unable to build farms or marketplaces. both times i played as spanish, which is a civ that allows you to build these things.
anyone else having this problem? if so, is there a solution? thanks a bunch in advance!

Both of these buildings require you to build a mill first.

omg thank you! I was going crazy trying to figure out why I couldn't build a market in feudal! I'm playing a map with a ton of animals for food so I never bothered to build a mill.
