Alt-Enter changes between window and full screen

By default the game runs in bordlerless fullscreen windowed mode (and afaik you can't force it to exclusive fullscreen mode), so simply Alt+Enter like already said.

Yeah I run my game in 'windowed without boarder' means i can alt+tab etc without issue

if running in windowed mode, (i assume i can, but) can i change the size of the window? my laptop screen has about a third of it damaged, so could i make the window smaller to fit in the other two thirds?

yes. If you use Alt+Enter or the option in settings, the window will become smaller and will have a border, letting you to resize it.
