Random Map Script. Very, very little to do with a scenario.
You know those game modes like Coastal, Arena, Black Forest, Team Islands, etc etc etc? All of those are controlled by a Random Map Script. In this case OP is writing his own.

Yes there are options, but they're not very pretty...
- Create your .rms script, go into the Scenario Editor, generate the map with the number of players you want, turn off the units you want disabled, then save as a scenario & run that. Of course, this means you can see the map before you start & could have done all sorts of other things with it....
- Disable the units entirely in the .dat. Not reccomended unless you're SP only.
-You could do what is suggested and disable the units by turning it into a scenario, but that defeats the purpose
-It is possible that the UserPatch 1.5 might allow it to be done within an RMS, but if so, that feature would not work in the HD Edition
that can be easily abused in rated games if opponent doesn't know it
There is a warning if such triggers are being used, to avoid abuse.
