I haven't played with Fargo's Mutant Mod in a while, but from my memory it adds 3 new NPCs that sell event, mini bosses, and bosses summoning items. It also adds items that are able to make structures instantly, like a hell bridge. It adds a few other things alongside the item that buff spawn rates but you can look at the mod page itself if you want to know.
Quality of Terraria is probably one of my favorite mods. It has similar things to Fargo's Mutant Mod and more. And everything is a lot more polished. Though it's lacking a few things like items that are able to summon mini bosses and events, and items that instantly build structures.
I would also recommend Boss Checklist, which adds a menu that shows you all bosses, mini bosses, and events. It also tells you how to summon them and when you should fight them. Really useful mod if you're playing a mod for the first time.

One more question, I've heard of another mod named "lui afk", would you consider it cheating? I've heard people say before that having a tool to instantly build rows of platforms for an area is cheating, is this true?
