I mean, if you're constantly spamming super expensive spells, no I wouldn't expect it to make much difference, but very little will...
You could always try the Assassin's Cerulean Dagger instead, which restores 15, but that's only on a crit.
Assuming each use is a kill, thats now an extra 45FP, which is an extra 4 uses, for a total of 19, which isn't bad honestly. Scales further if you have even greater FP amounts.
And if you're someone who doesn't use spells, but instead Ashes of war a lot, this thing will make sure you never run dry.
If you use just regular melee attacks periodically (which you should, pure casters get wrecked at certain sections) there isn't really an issue.

You can just go around 1 shotting mobs with ash of war, get the 3fp, and then you can use the ash again cause that's how they work. Seems pretty OP to me.
Works pretty great, and when combined with the FP reducing talisman it works even better.
