Well, considering my GT 1030 is barely holding the game at 720pLow(or it could just be my CPU), proooobably?

No, I played this on my GTX 670 just last month. With everything set to low, even at 720p and dynamic resolution scaling on, it was a struggle to maintain 60 FPS. If you're fine with 30 FPS then yes, you can run it albeit at extremely low settings. The minimum I would recommend for Apex is a GTX 770 or 780. The 650 just won't cut it.

If your PC could add custom resolutions, you could configure the game's files to make it lower than 720p.

I'm using GeForce 920M and it's having an average of 38 fps at 1024 x 576 lowest settings with 45 FPS Adaptive Resolution.

itll be a bit complicated but there are videos on how to manually set the settings to lower than lowest low. im talking barely better than mario 64. so yes, in fact you can get 100s of fps depending on your cpu.

My friend has a GT 740, and it stutters and freezes for him when we load into matches. So he stopped playing.
You can try but seems unlikely.

750TI on him i have 80 to 100 fps clear

I'd say GTX670 is the lowest card you should have. 650 is definitely not sufficient.
