Go into a Ubi live chat with their support or open a ticket. Thats the copy/paste reply they're giving. I dont think its been posted publicly by an employee on their forums yet.

According to ubisoft support, as I have posted, it is a problem with pre-orders and they are working to fix it. Ontop of that, anyone who purchased the game already will be able to download the game as normal at release regardless of if its back on the store or not. Contact support if you want more detailed information.

Games have been removed from the store before and have been playable since if you already own them. Dead Pool being a prime example.
