If steams lifting their 2 hour refund policy theirs something terribly wrong with your game.
They are not lifting anything, it's EU law.
700k+ pre order sales will take a while to shake out of the reviews... and the game has only been patched for some crashing since launch (no change in content).
They haven't even updated the store page for launch (or discussed any issues besides platform crashes).
Don't spread ♥♥♥♥ if you don't know what you're talking about boy.

They've already done this before. The 2 hour mark is for automated refunds, you've always been able to open a ticket and request a refund if you've gone over the mark. They do it on a case by case basis, sometimes they'll issue refunds, sometimes they won't. But in a case where a game is universally panned and has some deceptive advertisements attached to it, it's safe to assume they'll be issuing a lot of refunds.
Plz tell me where it says 2 hours... that's just a general rule of thumb. I have refunded games longer than 2 hours play time.

14 days, Steam cannot by pass this.

Not true. MC had more content even in its indev days (pre alpha).
The comparison is ridiculous anyway. Like it or not, Minecraft is a game. NMS is nothing but a overpriced screensaver.

You don't even own it.... I see what's going on, people who don't own it say it sucks, while everyone else is busy playing, the usual!
Software / CDs / DVDs dont count under the EU / UK trading laws.
I like the game but it was too expensive for what little content it currently has. I want to rebuy it when the price is lower.
