ETS2 does apparently support some "mms://" type links.
ETS2 does not support .mp4 or .aac type files or links as far as I can tell. But... You can't always determine the actual format just from the file extension, it might say .mp4 and actually be .mp3 format for example.
If you can play it in Windows Media Player you MAY be able to play it in ETS2. Play a link in Media Player by menu item "File -> Open URL...".
If you can find a "playlist" (.wpl or .pls) you can't play that in ETS2, but it is possible to download (save to file) that playlist, open it with a text editor and find within it a suitable .mp3 (or similar) link.
If you can open and play a playlist in Media Player, save the playlist. Go to the folder that Media Player is set to rip CDs to (usually "My Music") and find the "Playlist" folder. In that folder you will find your saved playlists, you can open them with a text editor to possibly find the embedded actual .mp3 (or direct) link. Even if you find a possible link it may not work.
Radio stations that use dedicated web pages for streaming are usually using Flash to stream. These are totally unusable in ETS2.
