Different app id?

So I am currently visiting some family In Ukraine (Basically Russia)
I bought the ultimate edition and the only thing was mentioned that game will only have some Russian languages and English. So I figured,hey it has English and its all I need.
But when I bought the game and installed it I got a completely different version of the game with different app id # (basically steam client treats it like a completely different game)
The forums and community hut are different and in Russian (I cant even read Russian)
Its isolated from the regular version (If you run steam stats on it, it will show like 100~300 people online, while regular version has about 6k) The community hub is dead because it only has people who bought the game in Russian and only in Russian language so even if someone does post anything I cant read it..
I just want to know why wasn't I notified about any of this? It only stated that the game supported English,Russian,Polish and Czech languages.. not that I will get a locked russian version and I cannot enjoy like everyone.. The game even cost the SAME price 12dollars,So why did I pay the same but only based on my location of purchase I got screwed by steam?
Anyone knows how to avoid this type of situations in the future? I will be here for a month and summer sale still goes on I don't want to get screwed with other titles as well..
P.S I tried that ?cc=Us thingy in the URL it still gave me the ♥♥♥♥♥♥♥ Russian version

I live in Estonia and I have exactly the same issue. Most of the topics and guides are in Russian. I contacted Steam Support few days ago for their comment and a possibility to change the default community hub to the English community. So far I haven't got an answer.

I live in the United States and traded for my 4 copies. Most were for friends and I was told same as NA/US and all say eastern. I traded tf2 keys for all of them and not sure what to do??

My repository was changed i bought 22380 game and now it's changed to 22490. Receipts was also changed.
