We might see in Canada though because Canada was annexed by USA before the bombs dropped, so it's technically America. And it'd be interesting to see the pro American propaganda post annexation in the pre war Canadian culture.
That said if Obsidian were given another shot at Fallout, I've said multiple times that Portland would be a great choice on the west coast, with it's balance between dense city, suburban complexes and farmland. But given it's relatively distant geographical distance from the original 2 and New Vegas I don't see it happening.
As for a Bethesda East Coast Fallout, I'd like it set around Charleston and Kanawha County. My reasoning behind this is that it is surrounded by a natural moutnain range, which will not only be awesome to see, but be more believable than those giant bowls. Also since it's not a major city we could possibly be in a location that didn't have many nukes target it. Another reason for this location would be it's temperature. While we could go to another scorching summer, there holds the possibility to base it in winter. And we could finally see those bighorner ranches on the large scale.

I hope no one get's the crazy idea I'm anti-America, nothing could be further from the truth, I just think it would be cool to see another part of story.
If it has to be America....Pittsburgh. Instead of Nuka Cola you can collect Iron City beer caps and you could maybe truck on up into parts of New York too.
