Heatwave & Phoenix

I've passed maaaaany hours (more than 6) in the desert and i've never seen any weather like heatwave, sandstorm or lightning storm. So obviously i can't find a Phoenix.
Should i change some config on my server or it's a problem with the map ?

PS : Great map btw

I´am searching also for the phoenix but he will only come with the super heat.
the problem is i cant start the super heat manually.
