In AWOIAF the "Master of Laws" is equivalent to "Master at Arms" in normal diplomacy mod. Anyway, it should take about an in-game week for you to get the option to hire a Master of Laws and/or Master of Coin. But you can only hire him if you have a castle or city; villages don't count as far as I know.
