Report a translation problem
Starks can only be obtained by either becoming a vassal OR adopting Stark culture when you have your own kingdom, assuming Stark culture is an option (I'm running Targaryan so I wouldn't know). Starks can't be recruited from settlements, only from recruitment options offered by your court staff.
Also, sorry for the misunderstanding, @Jeremy. I mean you can recruit Targaryan troops from your castle staff. Where Daenerys is still much a mystery to most of us.
speaking of special troops how do i get trumpeters? and potentially bannermen so that the game will stop telling me my men need entertainment. (or any musician really...personally i'd prefer a nice acoustic guitar or something.)
