Spawn Story NPCs
Is it possible to spawn npcs from missions, like the Floran mission Nuru? Or is that not doable in this?

You could use the /admin command to spawn Nuru. Or create an NPC that looks like her!

/spawnnpc floran nurufight 6
/spawnnpc <race> <name> <level>

Any NPC in the game can be summoned with this command, from common villagers to hostile NPCs, Tenants, Outpost denizens and visitors, and even unique characters like Nuru.

Spawn names:
nuru - Does nothing outside of Mission.
nurufight - Attack hostiles on sight.
nuruoutpost - Will sell foods.

I meant specifically through the NPC Spawner. If not, it's fine, but I'm still kinda curious.

Those npcs not only have unique npctypes, they have unique humanoid sheets. There are still parts of the npc process that I cannot directly translate over and things like weapons and armor will look wierd and/or break the animations of them.

I have somewhat retired from starbound, its too much work to implement
