You can craft Woven Cloth at the Alliance Workshop, the primary crafting table used by the Aegi. If you're playing as an Aegi, you'll have access to these crafting recipes by default. Other races must first complete a quest in the Creon Embassy that unlocks Aeginian crafting recipes.

The Alliance Workshop itself can be crafted at the Planning Table, the Aegi version of the Inventor's Table. You can craft this from your basic crafting menu (press [C]).
