What are the requirements for a Hot Tube to work?

I can't use it at all, what could I be missing? It got hot water and energy.
Maybe the hot water needs to be above X temp?

it doesn't use hot water, you just need enough water in a water tower to be able to fill it, and then pawns will use it on their own for joy, you can't force them to use it
