I can only build steel mosaic tile floors until I selected a stone variant in the UI

So the first mosaic tile I can place requires steel and has no special hue, just white/gray. However 'steel' variant is not part of the context menu list, once I selected 'sandstone' or what not, I can't have the steel one again.
