Pretty sure I'm doing something wrong.

Trying to figure the mod out, and I'm playing around in God Mode to make sure I understand what I need before asking my pawns to build the wrong things.

I've got a Deep water well, a pumping station, a water treatment facility, and a water tower on a network.... but the tower says the water is untreated. What am I doing wrong?

They all have power.

Edit: While writing this, I was messing around in the world, and it suddenly became treated, around when I placed either a hot water heater, a toilet, or a sewage treatment plant. But replacing the water tower made it untreated again, and replacing those items didn't help. What am I missing?? Do treatment plants have some hidden L/Hour treatment rate? Does it just take a random amount of time?
