For all who are trieng do use the steam version it will not work, due many pattches and updates!
In the case, you downloaded CCTP 4.02 visit our forum on Civfanatics and we can talk about the problem.
CCTP is a packet mod, so you need a programm like winrar to unpack it.
http://www.win-rar.com/download.html?&L=1
Then unpack CCTP here....

The same for the other mod, but you only need to place it in this foilder.
Start the game, go to mods enable CCTP and Whowards DLL Mod.
Thats all, if you didnt understand it or you encounter a issue feel free to ad me temporary on Steam.
Thankyou for helping me again and i am forever grateful
Anway...
1.You need all expansions.
2.If you use other mods with CCTP then this can create bugs, i have no clue what you are running.
3.With your game logs i would be able to see the issues in less then 30 seconds.
4.Clear your mod cache and restart the game (only works when its a mod issue)
You see there can be many issues why its not working.
