I tried attaching a screenshot of that and the error, but no dice. For fun's sake, I've gone back and reloaded from several turns back, and the error keeps reproducing itself when Trevor hits lvl 8. At that point, trade treaty max's out at 30% and Pollution cleanup at 50%, with no ability to confirm and continue.
This is why i still doubt that you installed UCP, i still think you just subscribed.
In this case, I did unpack the UCP files and install them as directed. The mods listing shows two entried:
- Unofficial Code Patch
- Unofficial Code Patch Steam Workshop
I've always assumed the latter is the subscribed version, so I generally play with that deactivated, while the former is active. For this issue, I activated both to see if it made a difference, and no dice. I took screen shots of the load order with full names; they can be viewed here, along with the leader in question:

For fun's sake, I reloaded multiple times, deactivating each mod individually in order to see if disabling one of them made a difference. Deactivating the "5x UCP Compatibility Mod (5xCPC)" allowed the turn to continue, but only because it eliminated one of the leader's traits and gave him more "room" to level up. Disabling any of the other mods individually had no useful effect.
For the sake of testing, I also recalled the leader. While he's unassigned, he doesn't level and causes no issues. If he gets reassigned to a different planet (wanted to see if it was agnostic of where he was assigned), he immediately levels at the start of the turns he arrives, and causes the same issue.
I'll just fire the leader and keep playing, but figured I'd share what seems to be a tiny and obscure little bug.

Could be solved by ensuring all leaders have three stats or by reducing the max rank leaders can gain.
The solution is to either fire the leader before they level, or you can download the previous version of 5X and 5XCPC from Nexus mods[www.nexusmods.com] to complete your game normally before starting a new game with the new version.

Vaaish - you are correct sir, and seems to be exactly what's happening.
Spud - roger, and you're also correct! I was continuing an old save. I've set population growth to be suuuuper slow, along with research, so the game is running at a epicly slow space with measured expansion. I'm guessing that's why the leaders are leveling higher than usually expected. Knowing what's going on, I'll fire them and just roleplay that they succumbed to old age.
