Well, That is a confusing comment.
Do you mean build UNDER the Sea? (Works fine for me)
Do you mean build On a raft, in the Sea? (Also works fine for me)

If you REALLY mean.. ON the sea... Well, AFAIK, since foundations do not, as a rule, float... you could never do that :)
